The arcade licensing submission policies has been rewritten from the ground up.

All of the policy rules in the licensing page have been rewritten from scratch, and more requirements are listed on there, and those rules will be enforced slightly more.

All of the 3rd-party games that has already been published in the Arcade will remain available there. These changes do not affect them.
